I. CALL TO ORDER

Trustee Kubicki called the meeting to order at 7:00 PM.

III. MOTION TO ACCEPT MEETING MINUTES

Trustee Smith moved to accept the minutes of October 10, 2006. Trustee Gay seconded.

IV. MOTION TO ACCEPT WARRANTS AND DISBURSEMENTS

Trustee Gay moved to accept the warrants and disbursements. Trustee Smith seconded.

V. MOTION TO ACCEPT TREASURER’S REPORT

VI. ATTORNEY REPORT

Attorney Broida reported on the following:

  1. The previously filed tax rate cases are reinstated and a status hearing is scheduled sometime in December.
  2. Western Springs II lawsuit is scheduled for trial and we are getting witnesses.
  3. Next month the annual tax levy ordinance will be ready. I received the information from the Chief today.

VIII. CHIEF’S REPORT

Chief Hermes reported on the following:

Construction update – all is moving along and the footings are being poured. We do have some poor soil to remediate. The estimate will be $20,000 over budget and there is some money set aside for contingencies. We are meeting with Com Ed and are in the process of

     drawing up plans for moving of the utility poles. Village of Hodgkins is looking to bring them                                            underground, but in the interim put up a temporary pole a few feet away and put in the                                                           transformer and power to the building and the rest of utilities in the spring.  In the meantime, all             the utilities are working. Wednesdays at 9:00 AM will be the weekly construction meetings.

 

  1. Lt. Carlson- He announced his last day as of Friday, December 1, 2006 with a retirement date of December 2, .2006.  His party will be on Thursday, November 30 at the 150 Hall on Joliet Road in Countryside.

 

  1. New itemVillage of Willow Springs contacted us. Their referendum for increased fire tax was defeated and they informally discussed annexation. I asked them to bring it to their Village Board meeting on Thursday and officially contact our board as to some sort of merger.

 

IV. FIRE COMMISSIONERS REPORT

Commissioner Sexton reported the CPAT testing is progressing.  COD will be taking care of it all.

 

Lt. Carlson will be retiring effective December 2, 2006 and a new list will be established.

 

The new hire to fill the opening will come off the new list. Promotional exams will be discussed as to which written exam will be the best one to use.

VIII. NEW BUSINESS

  1. Consideration of new ordinance Ambulance Service Fee  Trustee Gay moved to adopt the new Ambulance Service Fee Ordinance #06-0-2. Trustee Smith seconded.

  1. Consideration of Intergovernmental Agreement for the sale of Station #3 to Village of                      Hodgkins.  The right of way of the alley and parking lot are also included in this agreement,

      along with the additional road that the police will use.  Village of Hodgkins approved the

      contract and Pleasantview now needs to approve the agreement. September 1 of next year

         the building will be sold to Village of Hodgkins pending the move to our new station.  Trustee

      Smith moved to approve the Intergovernmental Agreement with Village of Hodgkins

      concerning the sale of Station #3.  Trustee Kubicki seconded.

  1. Consideration of Intergovernmental Agreement with Village of Hodgkins for fuel tank rights. After the sale of Station #3 to Village of Hodgkins, the fuel tanks will remain on the property.

      In addition, we will continue the same procedure for billing as we have in the past.

      We will continue to share the costs with them taking over possession, they wish to have                     inspectors out to look at the tanks. This item shall be tabled until Village of Hodgkins                                                        approves the agreement

IX. COMMENTS FROM AUDIENCE.

Deanna Brandt of Country Club Condos was recognized –

Comments were made concerning certain residents using our paramedic services and ambulances like a doctor on call.  Trustee Kubicki stated we are increasing our fees and residents have been charged, but only through their insurance companies. By no means does it come out of resident’s pockets.  Chief Hermes stated, law binds us, and unfortunately, some individuals call more than others do.  We have researched other agencies and, there is a void, no one else can fill at this time.  Every time we go, it is a new call and the person needs medical attention.  

 

She has one more question. If someone is transported with a diabetic seizure or epilepsy, can it go on his or her driver record?  Chief stated this is a medical condition that the person must report to the Secretary of State’s office. We are powerless to report such things

 

Frank Burches of Country Club Condos was recognized– He wanted the trustees and Chief to know it is costly to taxpayers and does have an impact on your personnel, people living in condominiums, added expense to taxpayers and when someone abuses the system by not taking care of their health.  It would be an excessive use of fire protection as this is excessive use of paramedic services. We wanted the trustees to be aware of this situation and as citizens concerned about safety of its residents.

 

Mary and Bonnie were also recognized and wanted to know why so many police cars respond when an ambulance is dispatched.  Chief Hermes stated we have no control over the Police Department but we appreciate the police department responding also as our paramedics never know what kind of situation they may face when they are dispatched..
